Barbara Hays Kamp, one of the founding partners in David, Kamp & Frank, practices in the areas of residential and commercial real estate, business law and civil litigation, concentrating in family law and landlord-tenant law. She represents business owners in entity formation, the purchase and sale of businesses, preparation and review of contracts and real estate matters. In her family law practice, Barbara assists her clients with a full range of domestic matters, including divorce, custody, visitation, support, property settlement, and adoptions. She represents some of the largest apartment management companies in Southeastern Virginia in litigation involving lease terminations, tenant assertions, and other tenant issues in general district and circuit courts on the Peninsula and Southside.

Barbara is the past president of the Newport News Bar Association. She has served the City of Newport News as chair of the Towing Advisory Board and, more recently, as chair of the Board of Real Estate Review. Barbara is currently a member and vice-president of the Newport News Educational Foundation, a panel of community and business leaders who act in an advisory capacity to the School Board. She is also an active member of the Rotary Club of Oyster Point.

Barbara has taught as an adjunct professor in the business department of Christopher Newport University and in the Legal Skills program at the Marshall-Wythe School of Law at the College of William and Mary, and she has lectured to a wide array of community groups on topics ranging from estate planning to the rights of parties in divorces to landlord tenant issues.

Barbara is married to Arthur Kamp, also a partner in the firm. They have two grown children and enjoy being grandparents to their young grandchildren.

A Virginia resident since 1971, Barbara grew up in Buffalo, New York. She is a graduate of the State University of New York at Buffalo with a Bachelor of Arts in English and a Master of Education in Urban Education. She earned her law degree at the Marshall-Wythe School of Law after she and her husband moved to Virginia, and she has practiced law in Newport News since 1975.
