Arthur Kamp, a partner in the firm, focuses his practice on transactional work, largely for business clients.  His nearly four decades of experience with various transactions, coupled with the litigation experience he had early in his legal career, provides him with a clear perspective of the potential issues in a transaction, and with approaches to negotiate and draft provisions to address those issues.

Arthur represents business developers in the formation and financing of their businesses, business owners in the expansion of their businesses and addition of new owners, business owners selling their businesses, and prospective purchasers of businesses, from negotiation through contract, due diligence and closing the purchase or sale.  He also represents both borrowers and lenders, and has represented clients in transactions involving property or businesses in Virginia, North Carolina, South Carolina, Florida, South Dakota and New York.  Arthur has represented borrowers in a variety of financings and financing-related matters, including standard commercial loans, mezzanine financing, private financing, and commercial loans involving HUD, FHLMC, and FNMA financing, and for acquisition, development, construction, mini-perms, and permanent financing.

Arthur also has extensive real estate experience and has represented parties developing and operating shopping centers, apartment projects, hotels, homes for the elderly, commercial office buildings, apartments, research centers, water parks, mixed use developments, and single family subdivisions.

Arthur’s experience has earned him recognition by his peers as “Legal Elite” by Virginia Business magazine in the area of Real Estate/Land Use.

Recent transactions include representing the sellers in a $128 million sale of business to a publicly traded foreign corporation; representing the purchaser/borrower/developer of the historic Chamberlin Hotel at Fort Monroe, VA, in both the acquisition of the property and in a $38 million acquisition, development, and construction loan; representing a consortium of lenders in $77.5 million construction development loan; representing apartment development owners in loan defeasance transactions, substitute financing and the subsequent sale; preparing condominium documents submitting cubic air space, prior to construction of improvements, to a commercial condo regime in Northern VA; preparing condominium documents submitting cubic air space for ground-leased property to a mixed-use residential/retail condominium regime, prior to construction of improvements, in order to accommodate a tax exempt entity owner/developer and a taxable owner/developer jointly developing the property; and representing a foundation in financing several projects through tax exempt bonds totaling, in the aggregate, in excess of $50 million.

Past Transactions include representing the owners/developers of Water Country USA located in Williamsburg, VA, in land acquisition, construction, financing and eventual sale of the water park and representing the owner in the operation, financing and eventual sale of Emerald Park Waterpark, Greensboro, NC, and representing residential condominium owners in developing condominiums in Virginia.

Arthur served in the United States Air Force, and was on active duty from August 1971 until his honorable discharge in October 1972.

Arthur graduated from State University of New York at Buffalo in 1968 with a B.A. in English, and from State University of New York at Buffalo in 1970 with a J.D.  He is a member of the Virginia State Bar and the Newport News Bar Association, and is admitted to all state courts in Virginia and in the United States District Court for the Eastern District of Virginia.
